Loudoun County Sheriff Mike Chapman, Colonel Mark Poland, Lt. Colonel Eric Prugh, Seung Ho Bang, President of the World Police Taekwondo Federation - WPTF, and Grand Master Eung Gil Choi, of the United States Taekwondo Martial Arts Academy (USTMA), announced a Memorandum of Agreement on Friday for the purposes of promoting self-defense, exercise, and healthy lifestyles.
Both the LCSO and the World Police Taekwondo Federation are committed to supporting these objectives.
World Police Taekwondo Federation is a nonprofit international organization established in the Seoul Republic of Korea in 2009 and has over 100 partnerships with law enforcement agencies around the world.
The Memorandum of Agreement between the LCSO and the World Police Taekwondo Federation is the first such partnership in the United States with a sheriff’s office.
The parties have agreed to promote these objectives and encourage community members, especially those in law enforcement, to explore the value of engaging in martial arts training.
Community leaders in attendance included Catoctin District Supervisor Caleb Kershner, Town of Leesburg Economic Development Mayor Kelly Burk, and Leesburg Town Council member Neil Steinburg. Special guests included Moon Dae-Sung, Olympic taekwondo athlete from South Korea, and Journalist and Loudoun resident Sharyl Attkisson.
Many members of the LCSO who train in Taekwondo or self-defense were in attendance including Major Chris Sawyer, Sgt. Elissa Wilk, Deputy First Class Shannon Almborg, Deputy First Class Joseph Garone, Detective Tonmy Rodriguez, Deputy First Class Michael Ramirez, and Deputy First Class Ryan Plowman.
The announcement was held at USTMA in Leesburg and hosted by Grand Master Choi, an 8thDegree Black Belt.
During the ceremony, Sheriff Chapman was proud to be awarded a 6thDegree Black Belt from Grand Master Choi. Prior to his law enforcement career, Sheriff Chapman was a full-time professional instructor and participated in several full-contact Karate competitions. In July 1975, Sheriff Chapman was awarded his black belt from Grand Master Rhee. Many area residents will recall seeing Rhee’s children in the memorable "Nobody bothers me" commercials that aired on local television in the 1980s.
Mayor Burk received an honorary 5th Degree black belt.

24일 하이유에스코리아에 따르면 버지니아주 리스버그시 US태권도아카데미(관장 최응길)에서 라우든카운티 셰리프국(국장 마이클 채프만)과 세계경찰태권도연맹(총재 방승호, 이하 WPTF)이 업무협약을 체결했다.
이날 체결식에는 셰리프국 마이클 국장과 10여 명의 관계자들, 방승호 총재, 김성배 수석부총재와 워싱턴 스티브 리 워싱톤지구 한인연합회장, 헬렌 원 메릴랜드한인회장, 강창구 민주평통 워싱턴협의회장과 태권도 지도자 등 30여 명이 참석한 가운데 진행됐다.
최응길 관장은 축사에서“오늘의 양 기관 업무체결은 큰 의미가 있다”면서
WTPF의 지구촌 뿌리의 또 하나에 축을 이뤘다. 이번 협약식의 연결역할을 했기에 태권도인으로서 감사하다”라고 말했다.
이어 켈리 버그 리스버그 시장과 권세중 총영사는 “양 기구의 원만한 운영체제가 되는데 최대한 지원하겠다”고 적극 협조 의사를 밝혔다.
셰리프국 채프만 국장은 인사말에서 “우리 가족은 태권도를 사랑한다. 우리시 경찰들은 세계 최고의 무예인 태권도를 WTPF로 배우며 접목하겠다”며 향후 바램을 밝혔다.
WTPF 방총재는 “이번 리스버그시 경찰국과 업무협약을 시발점으로 미주 경찰들에게 태권도 정신과 기술 그리고 경찰정신을 함양시키는 데 중점을 두고 최선을 다해 노력할 것이다. 계속해서 미주 각 지역과 업무협약을 체결하고 사업을 확장 시킬 것이다”라고 밝혔다.
태권도의 보급 발전과 세계 각국 경찰의 인화단결 및 경찰태권도의 세계화를 도모하기 위해 2009년 창설된 WTPF은 그동안 세계대회, 체포술 경연대회와 지도자, 사범 육성 등을 위한 강습회를 개최해 왔다.
한편 방총재는 글러벌 기업인 필립스그룹 회장이며 김성배 수석 부총재는 정통 태권도인 출신인 전 리라아트고등학교 교장이다.
