On September 16, Dr. Lee Ji-sung (58, Yonsei University, Social Sports Studies) officially announced his candidacy for the 6th president of Kukkiwon election to be held on October 6.

 

Dr. Lee said in a press release, "I will run for the 6th Kukkiwon  with the support of others, recognizing my experience in Taekwondo as a whole, along with Pyeong Ecosphere."

 

In fact, he runs a Taekwondo Dojang in Korea and the United States and has been very successful, and is considered an exemplary Taekwondo Master by many Taekwondo people.

 

Dr. Lee said,

To all Korean and foreign Taekwondoists instructors and colleagues, This is Lee Jisung and I’m officially running for the 5th president of Kukkiwon.

Everyone is going through tough times in COVID-19 pandemics and I’d like to express my sincere respect and gratitude for all Taekwondo masters and Taekwondo instructors who are working day and night to spread Taekwondo and foster Taekwondoists in Korea and other countries. 

 

I devoted my whole life to Taekwondo just like other Taekwondo masters and instructors. I worked at main Taekwondo-related organizations and associations to build up my experience and skills by serving on every field covering from policy and planning to research and lecture. Especially in Kukkiwon, I worked on Structural Innovation Committee, Special Committee for Promoting Kukkiwon as Holy Land for Taekwondo, secretary general of Organizing Committee for World Taekwondo Hanmadang, research on education and training for the World Taekwondo Academy, development of textbook and program, advice on management, and Committee for Reviewing Validity of Transferring the World Taekwondo Academy. With such experiences, I had an opportunity to think deeply about the strength, weakness, and future direction of the Kukkiwon. I also worked in the Preparatory and Advisory Committee for Taekwondo Promotion Foundation as well as Taekwondo Dojang Division and Taekwondo Test Division for Technical Committee of Korea Taekwondo Association. Furthermore, I also participated in Pohang Sports Council too. Throughout my careers, I experienced all aspects of Taekwondo from the bottom administration to high-level policies, organizations, and academic fields. These are my valuable assets. Even though I have such sense of duty, careers, and skills, I would have never even dreamed of running for the president of Kukkiwon without the passionate supports from Taekwondoists and colleagues. So, I hereby announce on running for the president of Kukkiwon.   

 

I want to ask Taekwondoists who have been trying their best to develop Taekwondo around the world. How was your experience with Kukkiwon over the last 50 years?  

It’s time for Kukkiwon to change!  

 

First, Kukkiwon needs organizational innovation.

 

The top priority is to recover the Kukkiwon’s identity and trust as the international headquarters of Taekwondo, the top priority. I’ll also promote a thorough preliminary inspection system to limit the unreasonable projects and settle down an appropriate project promotion culture.

 

I also promise to abolish the unfair and unreasonable personal management system, such as ambiguous organization and frequent department transfer to recover Kukkiwon’s sense of duty as the specialized administrative office with competent talents. I will also make Kukkiwon communicate actively with the executives and employees, labor union, groups, organizations, and the most important Korean and foreign members. 

 

Second, World Taekwondo Academy needs innovation.

 

I promise to closely cooperative with government and related organizations to promote the status of Taekwondo masters to the national status to raise the status of Taekwondo and Taekwondo masters around the world. Kukkiwon currently has licensed Taekwondo masters and Taekwondo promotion test system. However, there are only textbooks for Taekwondo and Kukkiwon lacks its own Taekwondo curriculum. Therefore, I will cooperate with organizations, such as Korean Taekwondo Association, that already have curriculums in order to develop the Taekwondo curriculums and distribute them for free.  

 

To enhance the accessibility to World Taekwondo Academy for Taekwondo instructors, I will establish branches in each region and sign MOU with universities. Lastly, I will also open more Taekwondo programs, including practical course and instructor capacity improvement course, in addition to license courses to make an academy open to everyone with diverse curriculums and courses.

 

Third, Taekwondo Research Institute of Kukkiwon needs innovation.

 

I will analyze the existing studies and actively distribute and publicize them so that Taekwondo Dojangs can utilize them actively. Especially, I will immediately distribute the excellent research cases for better education and management of Taekwondo Dojangs as well as Kukkiwon policies. I will also construct an environment where the Taekwondo Research Institute of Kukkiwon can focus on Taekwondo studies instead of limiting to the repeated and similar topics or specific period. The top priority of the Taekwondo Research Institute of Kukkiwon will be “Research on National School Taekwondo Evaluation System (Limited Test, Taekwondo Distribution” for distributing Kukki Taekwondo and improving student’s physical strength. This will encourage national popularity and attention of Taekwondo. I will also boost the Korean Taekwondo Dojangs by adopting jump rope test system and other systems to attract more trainees.

 

Fourth, there needs to be supports for Korean and foreign members (Taekwondo masters).

 

To support the Taekwondo masters, I will think about the role of the Kukkiwon, establish “Committee for Supporting Taekwondo Dojang,” appoint the leading experts to launch the committee directly under the president of Kukkiwon, and promote active policies to support Korean and foreign Kukkiwon members. I promise to come up with practical support policies that Taekwondo masters can actually benefit from.

 

Especially, I will abolish the 1-person-1-ID system in Korean Taekwondo Dojang registration. This limited the individual’s business right in the democratic and capitalistic society. The new system should allow registration and test per Taekwondo Dojang and issue ID for each Dojang so that individuals can run Taekwondo Dojangs more freely.

 

I promise to change the test-oriented Kukkiwon into education-oriented Kukkiwon. I will also develop “Standard Kukkiwon Taekwondo Curriculum” and distribute it to Taekwondo Dojangs for free. The qualified Taekwondo instructors don’t have the right textbooks in the current system. That makes no sense. In response, I will cooperate with organizations, such as Korea Taekwondo Association, that already worked on the related studies in order to build an integrated research and cooperative system. Furthermore, I promise to distribute and spread the Taekwondo curriculums to Taekwondo instructors around the world for free. 

 

Fifth, Kukkiwon needs to cooperate with other organizations.

 

I promise on improving the promotion test subsidy system in order to boost Kukkiwon member’s Taekwondo Dojangs and encourage each organization’s Taekwondo Dojang support projects. To do so, I will improve the promotion test system, such as regulations and rules. I will also establish an independent organization, “Kukkiwon Policy Advisory Committee” representing each organization, to develop Kukkiwon and Taekwondo and adopt them for the Kukkiwon policies. I will also actively hear the academic opinions and try my best for smooth cooperation between Kukkiwon and governmental organizations.  

 

Sixth, Kukkiwon promotion test needs innovation.

 

I will strengthen Kukkiwon’s authority in promotion test so that the Kukkiwon can play a role as the promotion test organizer.

 

Moreover, I will strengthen the Kukkiwon’s authority, management, and supervisory roles to recover the identity of the promotion test. I will reform the Korean and foreign promotion test system by focusing on practical values, such as efficiency and convenience. To do so, I will establish “Promotion Test System Reformation Committee.” This will result in maintaining the promotion test systems in different scales, such as test-related regulation, Tcon (Taekwondo Connected), and outreach test system.     

 

I will also apply stricter test requirements, such as KMS, and grant the right of direct 1st Poom test for the qualified Taekwondo masters. As the ages of taking the promotion test is getting younger, I will encourage related studies to come up with promotion test for younger ages. Lastly, there was no Taekwondo promotion test for people with disability. Therefore, I will work on regular Taekwondo promotion test for people with disability in each region and also award the organizations with excellent performances.  

 

Seventh, Taekwondo industry needs innovation.

 

Taekwondo industry is falling behind the changes of the times. Taekwondo industry only focuses on Taekwondo-related goods.

 

Therefore, Kukkiwon has to be the leader of promoting Taekwondo industry and expanding the future of Taekwondo industry. I promise on active development and investments on Taekwondo industry-related research by establishing the “4th Taekwondo Industry Ecosystem.”

 

In the past years, Taekwondoists and colleagues have been devoting their whole life to develop Taekwondo around the world. However, Kukkiwon has been focusing only on powers and rights over the last 50 years.

 

Thus, I will make a new Kukkiwon that focuses on Taekwondo Dojangs and Taekwondo masters.

I will also change promotion test-oriented Kukkiwon into education-oriented Kukkiwon. 

I will also encourage Kukkiwon to cooperative steadily with Korean and foreign organizations.

 

After becoming the president of Kukkiwon, I promise to focus on the role of Kukkiwon as the international headquarters of Taekwondo for the development of Taekwondo. I also promise to put down the existing rights and powers and actively work for Taekwondo and Taekwondo Dojangs.

9월16일 이지성 박사(58,연세대학교,사회체육학)가 오는 10월 6일 치러지는 제6대 국기원장 선거 출마를 공식 선언했다.

 

이박사의 출마선언 보도자료에서 공약의 골자를 보면,

 

첫째, 국기원의 조직혁신이다.

“정체성이 살아있는 국기원을 만들겠다!”

 

둘째, 연수원의 혁신이다.

“다양한 교육, 상시 열려있는 친근한 연수원으로 바꾸겠다!”

넷째, 국내외 회원(사범) 지원이다.

안녕하십니까? 국내외 태권도 선후배님, 동료 여러분!

제17대, 특수법인 제5대 국기원장에 공식 출마하는 이지성입니다.

코로나 펜데믹으로 어려운 시기에 대한민국과 전세계에서 태권도 보급과 태권도인 양성을 위해 불철주야 노력하시는 사범님을 비롯해 모든 지도자분들께 경의를 표하며, 머리 숙여 감사드립니다.

 

저는 여러분과 마찬가지로 평생을 태권도와 함께 했습니다. 태권도 주요 기관과 단체에서 정책·기획부터 연구·강의에 이르기까지 모든 분야에 걸쳐 봉사하며 경험과 실력을 쌓았습니다. 특히 국기원에서는 구조개혁위원회, 국기원 성지화사업 특별위원회, 세계태권도한마당 조직위원회 사무총장, 국기원 연수원 교육연수 연구원과 교재 및 프로그램 개발 및 운영 자문, 세계태권도연수원 이전 타당성 검토위원회 등을 담당하면서 현 국기원의 장점·단점과 앞으로 나아갈 방향에 대해 깊이 생각할 기회를 가졌습니다.

 

대한태권도협회에서 기술전문위원회 도장분과와 심사분과, 태권도진흥재단에서 운영 준비 자문위원회를 역임한 것과 포항시 체육회에서 활동한 경력도, 밑바닥 실무행정부터 고위 정책·조직·학문 분야까지 태권도의 모든 것을 두루 섭렵한 저의 자산입니다. 그러나 아무리 사명감과 경험, 능력을 갖추었다 해도 저 혼자라면 국기원장에 도전할 엄두조차 못 냈을 것입니다. 다행히 선후배님들과 동료 여러분의 열렬한 지지가 있었기에, 오늘 공식 출마를 선언하게 되었습니다.

 

전 세계 태권도 발전을 위해 무던히 애쓰셨던 선배님 그리고 후배 여러분. 지난 50년간 지켜보신 국기원은 어떠했습니까?

 

국기원! 이제는 달라져야 합니다.

 

첫째, 국기원의 조직혁신입니다.

국기원이 바로 서야 태권도가 발전합니다.

 

세계 태권도 본부에 걸맞도록 국기원의 정체성과 신뢰 회복을 최우선과제로 삼겠습니다. 또한 철저한 사전 검증을 통해 무리한 사업추진 문화를 제한하여 국기원에 공정한 사업추진 문화가 형성될 수 있도록 하겠습니다.

 

모호한 직제 개편, 수시 부서 이동 등 불공정, 불평등한 인사제도를 혁파하여 전문화된 행정부서, 역량 있는 인재로서 조직의 사명감을 회복시키겠습니다. 소통행정으로 임직원, 노조, 단체, 기관 그리고 가장 중요한 국내‧외 회원과 소통하여 항상 적극적인 자세로 경청하는 국기원을 만들겠습니다.

 

둘째, 연수원의 혁신입니다.

사범님을 대우해야 태권도가 높아집니다

 

태권도 사범 자격의 ‘국가자격 승격’을 목표로 정부, 유관 단체와 긴밀히 협력하여 태권도와 전 세계 태권도 사범의 위상을 드높이겠습니다. 자격을 받은 사범, 심사평가도 있는데, 태권도는 교본만 있고 국기원 자체의 태권도 교육과정이 없습니다. 따라서, 대한태권도협회 등 우선 개발된 단체와 협력하여 태권도 교육과정 개발하여 무상으로 보급하겠습니다.

 

지도자들의 접근편의를 위해 권역별 분원 설립 또는 대학과의 업무협약을 통해 연수원의 접근성을 높이겠습니다. 마지막으로 자격 교육과정 외에 실용 교육과정, 지도자 역량 강화 교육과정 등을 개설하여 다양한 교육, 상시 열려있는 친근한 연수원으로 다가겠습니다.

 

셋째, 연구소의 혁신입니다.

연구는 태권도장에서 활용돼야 합니다

 

기존 연구를 분석하여 실용적으로 도장에서 활용될 수 있도록 적극 배포, 개방하겠습니다. 특히 우수 연구사례는 태권도장 교육, 경영에 활용될 수 있도록 즉시 배포할 것이고, 국기원의 정책에도 반영될 수 있도록 노력할 것입니다. 특히, 반복적인 유사 주제연구, 한정된 기간 연구가 아닌, 태권도 연구소가 태권도 연구에 집중할 수 있는 환경을 구축하겠습니다.

연구소의 제1의 과제로 국기 태권도의 보급과 학생 체력 향상을 위한 ‘전국 학교 태권도 평가 인증제(심사 제한, 태권도 보급) 연구’를 시작할 것입니다. 이를 통해 전 국민적 태권도 관심 확대를 유도하겠습니다. 줄넘기 평가인증제와 같이 주변 태권도장으로 신규 수련생 유입 효과로 국내 도장이 활성화되도록 노력하겠습니다.

 

넷째, 국내외 회원(사범) 지원입니다.

국기원의 주인은 사범님입니다.

 

따라서 이들의 지원을 위해 국기원의 역할을 고민하여 실제 일하는 ‘도장 지원 위원회’를 설립하고, 최고의 전문가들로 선임하여 원장 직속 위원회로 출범시키고 적극적인 국내외 회원지원정책을 펼쳐나가겠습니다. 체감할 수 있는 실용 정책, 지원 정책을 수립하겠습니다.

 

특히, 국내의 경우 민주주의, 자본주의 사회에서 개인의 사업권을 제한하였던 도장 등록 시 1인 1 아이디에 대한 제한을 폐지하겠습니다. 따라서 도장 등록 시 도장당 등록 및 심사 추천을 허용하고 아이디가 발급되어 개인사업에 대한 제한적 요소로 걸림돌이 되지 않도록 하겠습니다.

 

심사 중심에서 교육 중심 국기원으로써의 변화를 약속하며 ‘국기원 태권도 표준교육과정’을 개발하여 일선에 무상 보급하겠습니다. 자격을 갖춘 지도자에게 교과서가 없습니다. 이것이 말이 됩니까? 이를 위해 기존 연구를 진행한 대한태권도협회 등과 태권도 교육과정 개발을 위한 통합적 연구와 협력체계를 구축할 수 있도록 노력하겠습니다. 또한 전 세계 지도자들에게 무상보급을 약속합니다.

 

다섯째, 단체와의 협력입니다.

심사보조금을 현실화하겠습니다.

 

회원 도장 활성화를 위해 각 단체의 도장 지원 사업이 적극적으로 추진될 수 있도록 심사보조금 제도개선을 약속합니다. 이에 대한 심사 규정 및 규칙 등 제도를 보완하겠습니다. 그리고 이사회와는 별도 기구로 국기원과 태권도 발전을 위해 각 단체를 대표하는 ‘국기원 정책 자문 위원회’를 설치하여 국기원 정책에 적극 반영하겠습니다. 학계 의견도 적극적으로 듣겠습니다. 마지막으로 정부 단체와의 협력이 원활히 이루어질 수 있도록 적극 노력하겠습니다.

 

여섯 번째, 국기원 심사 혁신입니다.

심사제도를 대폭 바꾸겠습니다.

 

따라서 국기원이 심사 주관자로써의 역할이 수행될 수 있도록 심사권을 강화하겠습니다.

또한 심사의 정통성 회복을 위한 국기원의 권한과 관리 감독 기능을 강화하겠습니다. 효율성, 편리성 등 실용에 가치를 두고 국내외 심사제도 전면을 손보겠습니다. 이를 위해 ‘심사제도 개혁 위원회’를 설립하겠습니다. 심사 규정, 규칙 등 제반 규정, 티콘, 찾아가는 심사 등과 같은 심사시스템에 관한 다양한 규모별 심사제도 등이 유지될 수 있도록 하겠습니다.

 

자격을 갖춘 등록된 사범에게 기존 KMS와 같이 심사평가 증빙을 강화하되, 1품 심사에 한하여 직접 심사 권한을 부여하겠습니다. 또한 저연령화를 고려하여 응시과목이 현실화될 수 있도록 관련 제도를 선 연구하고 정비하여 시행토록 하겠습니다. 마지막으로 장애인 심사에 대한 관심은 태권도계에 없었습니다. 따라서 정기적으로 지역별로 시행될 수 있도록 장애인 심사를 제도화하겠으며, 적극적인 시행 단체를 표창하겠습니다.

 

일곱 번째, 태권도 산업의 혁신입니다.

태권도 산업을 획기적으로 발전시키겠습니다.

 

시대 변화에 뒤쳐져 있는 태권도 산업! 용품에만 치우쳐있는 태권도 산업!

따라서, 국기원이 태권도 산업의 부흥과 태권도 산업의 미래 확장성을 위해 앞장서겠습니다. ‘태권도 4차 산업 생태계 구축’을 필두로 태권도 산업 연구에 대한 개발과 적극적인 투자를 약속합니다.

 

전 세계 태권도 발전을 위해 무던히 애쓰셨던 선배님 그리고 후배 여러분!

저 이지성은 국기원의 50여 년간 행해왔던 기득권 중심을 도장 중심,

사범 중심으로 바꾸겠습니다.

심사 중심에서 교육 중심으로 바꾸겠습니다.

국내외 각 단체와 꾸준히 협력하는 협력 중심으로 바꾸겠습니다.

오로지 태권도 발전을 위해 세계태권도본부로써의 국기원의 역할에 집중하겠습니다.
