The 3rd Extraordinary Kukkiwon Board Meeting was held on 25 April 2019.
Sung Chon Hong, Chairman of the board announced that he would give up his second term,
“Why the board members in the same boat still silent about their resignations?” Taekwondo people said.
“The board members should be step down with their conscience.” Head of Kukkiwon Labor Union said.
Approved amendments to the Articles of Incorporation for Kukkiwon reform.
Choi Young-Ryul appointed as a new director and acting president of the Kukkiwon.
On October 25, Chairman Sung Chun Hong announced that he would give up his second term at a press conference at 10 o'clock ahead of the '2019 Third Extraordinary Board Meeting’ at the Kukkiwon. His term of office is by 12 July 2019.

"Today's board of directors has important issues such as revision of the articles of association, formation of the board of directors, and selection of the head of the committee, and we expect a meeting that reflects the will of the people in the taekwondo community," said Jeong-won Kang, director of the Culture, Sports and Tourism Ministry, before the opening of thr 3rd board meeting on April 25th 11 a.m.
At the beginning of the meeting, Hong made public today's meeting and asked the directors about their intentions on the nondisclosure position, and Kook-hyun Jung of secretary general Taekwondo Promotion Foundation, made the announcement of the last ad hoc board meeting, and it is decided to make it public because that day's meeting was of interest to Mi Choi in taekwondo. Meanwhile, Chul-oh Kim, one of the board members who is ur
ged to resign from his post in taekwondo, argued about non-public position and was eventually decided behind non-public position.
After comoleteing the board meeting, was made an announcement on the results of the board meeting.
- Kim Sung-tae, ex - chairman of the Taekwondo Promotion Foundation, and Choi Young-ryul, ex-dean of Kyung Hee University's College of Physical Education, will be appointed as the new director.
- New director Young-ryul Choi appointed Kim Young-tae as an actind director, who was dropped from the board.
- Discard the selection of a director for a timely reason.
- The amendment to the articles of association shall be approved after supplementing the detailed regulations.
- The formation of a ledger selection committee consisting of more than 70 members.

President of the Taekwondo Association for the Disabled or named chairman,
20 of the national associations that contributed to the development of Kukkiwon on each continent, 35 domestic taekwondo leaders who contributed to the development of Kukkiwon,
A total of 40 people, including five from overseas (a total of five contributors to the screening of the Kukkiwon carrier's promotion team for three years or more),

Kukkiwon, one of the overseas dispatched.
- Kukkiwon abolished the post of secretary-general and appointed the head of the administration and training center as a permanent staff member.
- In the future, directors will be appointed through the 'public recruitment system' of the board of directors.
A total of 10 people are recommended by the Korean Association for the Disabled, the Korean Women's Taekwondo Federation, the Korean Bar Association, the Korean Federation of Sports Journalists, and each local and foreign private offender who has a high level of contribution to the screening of Kukkiwon.
Jong-kap Lee, office chief of the Strategic Plan , said, "The selection of a director must be approved by the ministry to take effect. The agency will make utmost efforts to normalize the agency by winning the election of its chief and executive officers as soon as possible".
Meanwhile, the head of the labor union of Kukkiwon said in a statement, "The board members, despite the arrest of the former president, who do not even want to take moral responsibility, will have to step down in a good manner as an elder."

25일 10시 홍성천 이사장은 국기원에서 열린 ‘2019년도 제3차 임시이사회’를 앞두고 10시 기자회견을 갖고 연임하지 않겠다고 표명했다. 홍 이사장의 임기는 오는 7월 12일까지다.
그러나 태권도계는 한통석 이사들 사퇴하겠다. 하고 왜 침묵이냐? 며 조직적으로 사퇴를 종용할 것으로 보인다.
11시 국기원, ‘2019년도 제3차 임시이사회’ 개최에 앞서 강정원 문화체육관광부 당연직 이사는 “오늘 이사회가 정관개정, 이사회 구성과 원장 선출 등 중요한 안건이 있는데 태권도계 민의가 반영되는 회의를 기대한다.” 고 말하고 자리를 떠났다.
이어 회의 시작에서 홍이사장은 오늘 회의를 공개, 비공개 대해 이사들에게 의중을 묻자 정국현 태권도진흥재단 당연직 이사는 지난번 임시이사회도 공개로 했고 오늘의 회의는 태권도계 최미의 관심사이니 공개로 하자. 한편 태권도계에서 이사직 사퇴 종용을 받는 이사 중 한명인 김철오 이사는 비공개를 주장하며 결국 비공개로 결정되었다.
이사회를 마치고 국기원의 이사회결과 내용 발표를 요추하면.
- 신임 이사로 김성태 前 태권도진흥재단 이사장과 최영렬 前 경희대학교 체육대학장이 선임.
- 최영렬 신임이사는 이사직에서 탈락한 김영태 원장직무대행에 이어 원장 직무대행으 로 선임.
- 원장 선출의 건은 시기적인 이유로 폐기.
- 정관 개정안은 세부 규정 보완 등을 거쳐 의결.
- 70명 이상으로 구성되는 원장선출위원회 구성.
(WT 총재 또는 총재가 지명한 임원 1인,
KTA 회장 또는 회장 지명 1인,
태권도진흥재단 이사장 또는 이사장 지명 1인,
KTA가 추천한 시도협회장 2인,
5개 대륙연맹 회장 또는 회장이 지명한 임원 5인,
국기원 9단 연맹 회장 또는 회장 지명 1인,
대한장애인태권도협회장 또는 회장 지명 1인,
각 대륙별 국기원 발전에 기여한 국가협회 중 5개 대륙 20인,
국기원 발전에 기여한 태권도 지도자 국내 35인,
해외 5인 등 총 40인(이상 3년 평균 국기원 승품단 심사 공헌자),
국기원 직원 대표 1인,
국기원 해외파견사범 1인).
- 국기원은 사무총장 직제를 폐지하고, 원외 인사로 행정부원장 과 연수원장을 상근임 원으로 선임
- 앞으로 이사는 이사추천위원회 ‘공모제’를 통해 선임.* 정족수는 현행 25인서 20인 - 30인 이내로.
국기원과 WT, KTA, 진흥재단, 장애인태권도협회, 한국여성태권도연맹, 대한변호사 협회, 한국체육기자연맹 추천 각 1인과
국기원승품단 심사 추천 공헌도가 높은 국 내외 사범 각 1인 등 총 10명으로 구성.
이종갑 전략기획실장은 “원장 선출 건은 문체부 승인을 받아야 효력이 발효된다. 빠른 시일 내에 원장과 임원 선출을 이루어 국기원 정상화가 되도록 국기원은 최대한 노력하겠다.”고 밝혔다.
한편 이날 국기원노동조합위원장은 입장문을 통해“전임 원장의 구속에도 불구하고 도의적인 책임조차지지 않으려는 이사들은 지금이라도 원로로서 아름다운 모습을 보이며 물러나야 할 것이다.”라는 내용을 발표했다.
