National Assembly Member Dong-sub Lee(Kukkiwon 9th Dan) Passes Taekwondo ‘Grand Master’ Designation Act in Culture, Sports and Tourism Committee

‘Partial Amendment on Taekwondo Promotion and Taekwondo Park Creation Act’ proposed by a National Assembly member Dongsub Lee (Bareunmirae Party) passed a standing committee, Culture, Sports and Tourism Committee on July 16.

 
The Amendment reflected items on designating state certified ‘Taekwondo Grand Master’ among the representative Taekwondo people who had a pivotal role in succeeding and developing the original Taekwondo. In adopting the Amendment, a foundation for succeeding and developing the tradition and history of Taekwondo has been arranged in following the ‘Kukki Taekwondo Act’ passed on last March. Kukki Taekwondo Act designated Taekwondo as the national arts. 

Taekwondo is Korean martial arts and it holds 209 member countries and 150 million trainees. However, there have been difficulties in succeeding and promoting Taekwondo due to lack of a system for designating or supporting holders of excellent Taekwondo skills.

Lee said “We now have a legal basis on designating and respecting Taekwondo grand masters like the holders of intangible cultural properties. I hope the Amendment would pass the plenary session soon and become a base for developing Taekwondo into a global martial arts and sports”. 

Lee also met President Jaein Moon, IOC President Tomas Bach, and IOC member Wong Jang to spread the importance of Taekwondo and why Taekwondo needs to stay as part of the Olympics. Lee also met Taekwondo grand masters performing key activities in overseas Taekwondo field to discuss about Taekwondo’s pending issues and promote Taekwondo development.

이동섭 국회의원(바른 미래당,용인 갑)이 발의한 ‘태권도 진흥 및 태권도공원 조성에 관한 법률 일부개정법률안’이 오늘 16일 소관 상임위원회인 국회 문화체육관광위원회 법안소위를 통과했다.

개정안은 태권도의 원형 계승 및 발전에 중추적인 역할을 한 대표적인 태권도인 중에서 국가에서 공식적으로 인증하는‘태권도 대사범’을 지정하는 내용을 담았다. 지난해 3월에 통과된 태권도를 국기(國技)로 지정하는‘국기태권도’법에 이어 태권도의 전통과 역사를 계승하고 발전할 수 있는 기틀을 마련한 셈이다.

무예인 태권도는 전 세계 209개 회원국과 약 1억 5천만 명의 수련 인구를 지녔음에도 불구하고, 태권도 우수 기능 보유자를 지정 또는 지원하는 제도가 없어서 태권도의 계승 및 진흥에 어려움을 겪어왔다.

이의원은“무형문화재 보유자와 같이 태권도도 대사범을 지정하고 예우하는 법률 근거를 마련하게 되었다. 조속히 본회의를 통과하여 태권도가 세계적인 무도 및 스포츠로 발전해 나가는데 밑거름이 될 수 있기를 희망한다”고 말했다.

한편 이 의원은 문재인 대통령, 토마스 바흐 IOC위원장과, 장웅 위원 등 각국의 위원들에게 태권도의 중요성과 올림픽 잔류의 당위성을 설파하고 또한 해외 태권도계에서 핵심적인 활동을 하는 대사범들을 만나 태권도의 현안과 발전도모를 위한 다양한 만남을 갖는 등 태권도를 위해 고군분투하고 있는 인물이다.
