GyeongGi-Do Taekwondo Association(President, Supreme Grand master Kim Gyung-Duk), hereinafter GTA) announced on designating Thailand as base for Southeast Asian regions, Argentina as bridgehead for South America, Boston as 1st base for North American Continent, China for Southwest Asia and Kolkata India, and Shenyang for 3 Chinese Northeast provinces followed by designating Tunisia located at North African Mediterranean for African base with 30 countries.

In October 24, the GTA and Tunisia Taekwondo Federation held a grand MOU at the Hotel Lac Leman, Tunisia with participation of President Kim Gyung-duk, Vice-president Lee Young-sun, Director Kim Jeon-pyung, Executive Director Hwang In-sik of Taekwondo Mutual Aid Association, and Instructor Im Bong-duk from the United States, who led on spreading Taekwondo in Tunisia.    

President Kim is known to have a strong determination to bring a new paradigm with the Tunisia Taekwondo Federation as the center of Africa.  

In the MOU, GTA announced on holding “International Open GTA Cup Competition” at 10 African countries in 2023. The new contest adopts a power-based traditional Taekwondo scoring system from the contest successfully held at the Buenos Aires in August 2022. In the first round, scoring by the same technique is limited to three times. After scoring three points, a player must perform different techniques to score points. This system is different from the existing point scoring system. A player can score from the whole body parts and score by using different forces and different techniques. Such a system makes the game more spectacular to watch.  

In addition GTA shared its plan to break away from the existing sparring (gyeorugi) and poomsae (form)-based seminar system. Instead, GTA plans to introduce various Taekwondo genres, including Taekwon dance, defensive tactics, breaking, and demonstration, to Tunisia and raise overall Taekwondo levels. Especially, GTA also announced on enhancing people’s awareness on the traditional Taekwondo training method and actively promoting the personality education inherent in Taekwondo.    

GTA brought a huge attention for sending Instructor Hwang In-sik to Tunisia and holding 3 days of poomsae seminar for 500 Taekwondo instructors in Tunisia. President Kim and also attended and gave congratulatory speech sparring (Instructor Im Beong-duk) and poomsae (Instructor Hwang In-sik) at a Taekwondo gym located in Tunis, the capital of Tunisia.    

President Kim visited the Embassy of the Republic of Korea even in a tight schedule of 7 days and had a face-to-face talk with Ambassador Seon Nam-guk. Ambassador Seon also has deep knowledge and passion for Taekwondo and he agreed to actively cooperate on reviving and boosting Taekwondo in Tunisia. In October 25, President Kim met Ambassador Sun Nam-guk and Kamal Daqish, Minister of Youth and Sports and asked for active support and cooperation on holding “International Open GTA Cup Competition” in Africa. Minister Kamel Daqish agreed to the request and showed great interests on the personality education inherent in Taekwondo. He also promised to actively cooperate on spreading the traditional Taekwondo in Africa.  

The MOU with Tunisia Taekwondo Federation was possible based on active efforts of Instructor Im Bong-deok from New York, who devoted his you days in Tunisia as a Taekwondo instructor for 17 years from November 1994 to April 2012. 

Executive Director Kim Pyung said “Africa has a poor Taekwondo environment and we designated Tunisia as the base for spreading the traditional Taekwondo to African countries. We will try our best to spread Taekwondo and we will also prepare every detail for the successful settlement of Taekwondo in Africa.”

President Kim and his group will be flying back to Korea in October 27 and arriving at Incheon International Airport on the following afternoon.

GTA는 24일 튜니지태권도협회(회장 무하마드 가낸)와 튜니스 시에 있는 라크레만호텔에서 김경덕 회장, 이영선 부회장, 김평전무이사, 사단법인 태권도공제회 황인식 상임이사와 튜니지 태권도 보급에 앞장섰던 미국의 임봉덕 사범 등이 참석한 가운데 업무 협약식(MOU)을 성대히 거행했다.

김경덕 회장은 아프리카 중심국인 튜니지 태권도 협회와 새로운 패러다임의 전기를 마련하겠다는 강한 의지를 가지고 있는것으로 알려졌다.

우선, 2023년 아프리카 10개국 "GTA컵국제오픈대회"를 개최하겠다는 뜻을 밝히면서 GTA이 2022 년 8월 아르헨티나 부에노스 아이레스에서 개최하여 큰성과를 거둔 전통태권도 방식의 힘에(위력)의한 득점 방식으로 1회전에 같은 동작으로 득점 허용은 3회 이하로 제한하고 3회 득점 후 다른 동작을 사용 득점하는 방식이며 기존 포인트 득점방식이 아닌 전체 몸통을 득점 부위로하고  따라서 강도를 높임으로 힘과 다양한 동작의 구성으로 흥미를 자아내게 하는 경기방식이다.

아울러 경태협은 겨루기와 품새 위주의 종전의 세미나 방식을 탈피하고 태권체조, 호신술, 격파, 시범 등 태권도의 다양한 장르를 튜니지에 심고 튜니지를 필두로 아프리카 전체 태권도를  몇단계 높이겠다는 계획과 특히 전통태권도 수련방법에 대한 인식도를 높이고 태권도에 내재되어 있는 인성교육도 적극 추진 하겠다고 밝혔다.

GTA는 황인식 사범을 파견 튜니지 전국에 3일에 걸처 500여명의 지도자들에게 품새 세미나를 실시하여 큰 반향을 불러 일으켰고 김경덕 회장 일행은 튜니지 수도 튜니스 태권도 전용 체육관에서 실시된 겨루기(임봉덕사범) 품새(황인식사범) 세미나에 참석 격려사를 하였다.

6박7일 동안의 빡빡한 일정속에서도 한국대사관을 방문 선남국 대사와 면담을 가졌고 태권도에 대한 상당한 지식과 열의를 가진 선대사로 부터도 튜니지 태권도 중흥을 위해 적극 협조하겠다는 언질을 받은것으로 알려 졌고 25일은 선남국 대사와  함께 튜니지 체육부 카멜 태기슈 장관과 면담 아프리카 "GTA컵 국제오픈 태권도대회" 개최에 대한 전폭적 지지와 협조를 요청하였고 카멜 태기슈장관은 이에 화답하며 태권도에 내재 되어 있는 인성교육에 큰 관심을 나타내면서 전통태권도에 대한 아프리카 보급에 적극 협조를 약속하였다.

금번 튜니지 태권도 협회와의 MOU성사는 1994년 11월부터 2012년 4월까지 17년간 튜니지에서 정파사범으로 청춘을 불태웠던 뉴욕의 임봉덕사범의 적극 추천으로 이뤄졌다.

김평 전무이사는 "열악한 환경속의 태권도 불모지 아프리카에  전통태권도 보급기지를 튜니지로 선택한 만큼 힘 닿는데 까지 최선을 다해 임할것"이라며 세심한 준비 과정을 거처 성공할수 있도록 노력하겠다고  밝혔다.

김경덕 회장 일행은 27일 항공편으로 귀국길에 올라 다음날  오후 늦게 인천공항에 도착할 예정이다.
