The KOREA Taekwondo UNESCO Promotion Task Force has issued a statement urging the government and relevant ministries to actively support the inscription of Taekwondo on the UNESCO list.

Taekwondo is a martial art that has grown alongside the Korean people over many generations and stands today as a living cultural heritage and one of Korea’s representative cultural contents. Recognized as an official Olympic sport, it has secured its position as a global martial art. In order to widely promote the value and excellence of Taekwondo, the Taekwondo UNESCO Promotion Task Force was established, and under the leadership of Director Choi Jae-chun, dedicated efforts have been made.

Various initiatives have been carried out to have Taekwondo inscribed on the UNESCO heritage list. UNESCO recognizes three categories of cultural heritage: World Heritage, Intangible Cultural Heritage of Humanity, and Memory of the World. Among these, the Intangible Cultural Heritage of Humanity aims to encourage the protection of cultural heritage that is transmitted and recreated across generations, giving communities identity and continuity. It encompasses traditional knowledge and practices concerning nature and the universe, as well as traditional craftsmanship. Accordingly, our task force is striving for the inscription of Taekwondo as a UNESCO Intangible Cultural Heritage of Humanity.

The KOREA Taekwondo UNESCO Promotion Task Force is working to foster global cooperation and participation from Taekwondo practitioners around the world. The significance of this effort is being conveyed at the UNESCO headquarters in Paris. Since 2021, we have signed MOUs with related Taekwondo organizations and institutions to build collaborative networks for inscription efforts. These efforts continue through cultural events, conferences, and forums necessary for the UNESCO application process.

However, despite the task force's ongoing efforts, support and involvement from Taekwondo-related institutions and the government have been insufficient. As this endeavor reflects a national aspiration, it is essential to establish cooperation among Taekwondo practitioners and relevant institutions, secure budget support from government ministries, and formulate policy measures through the Korea Sports Council. These efforts are necessary to facilitate effective inscription activities, and it is crucial that the relevant authorities implement supportive policies as soon as possible.

Currently, according to the UNESCO website, North Korea submitted an application in March 2024 for the inscription of “Traditional Martial Art Taekwondo of the Democratic People’s Republic of Korea” as an Intangible Cultural Heritage of Humanity.

UNESCO will make a final decision on the inscription in 2026.

KOREA 태권도 유네스코 추진단은 “태권도 유네스코 등재를 위한 정부와 관계 부처의 적극적인 지원을 촉구한다는” 성명서를 발표했다. 이것은 많은 지구촌 태권도인들의 동감을 얻고 있다는 평가가 이어지고 있다.

전문:

태권도는 오랜 세월 우리 민족과 함께 성장한 무예이며 살아있는 문화유산으로 오늘날 대한민국을 대표하는 문화콘텐츠이자 무예 스포츠로서 올림픽 정식 종목에 채택되어 세계 속의 태권도로 자리하고 있습니다. 이러한 태권도의 가치와 우수성을 널리 알리기 위해 태권도 유네스코 인류무형문화유산 등재를 위한 추진단이 결성되었으며, 최재춘 단장을 중심으로 심혈을 기울여 왔습니다.

그리고 현재까지 태권도 유네스코 등재를 위한 다양한 노력을 추진하고 있습니다. 유네스코 문화유산에는 세계유산, 인류무형문화유산, 세계기록유산이 있으며, 그 가운데 세계 인류무형문화유산 제도는 세대를 거쳐 전승되고 재창조되어 공동체에 정체성, 지속성을 부여하는 문화유산의 보호를 장려하기 위한 유산으로 자연 및 우주에 관한 지식 및 관습, 전통 기술을 의미하고 있습니다. 이에 저희 태권도 유네스코 추진단에서는 태권도를 유네스코 세계 인류무형문화유산으로 등재 시키기 위해 노력하고 있습니다.

이에, 태권도 유네스코 추진단은 전 세계 태권도인들이 등재를 염원하는 활동과 협력을 위해 노력하고 있으며, 프랑스 파리 유네스코 본부에서도 그 의미가 크게 전달되고 있습니다. 또한, 2021년부터는 태권도 유관 단체와 기관들의 태권도 유네스코 등재를 위해 MOU를 체결하여 태권도가 유네스코에 등재될 수 있는 다양한 협력관계를 구축하고 현재까지도 다양한 문화행사와 등재 추진에 필요한 컨퍼런스 및 포럼을 비롯한 다양한 활동을 이어가고 있습니다.

하지만, 이러한 추진단의 노력에도 불구하고 지금까지 태권도 유네스코 등재 추진단의 활동에 태권도 관계기관이나 정부의 노력과 지원은 미흡한 실정입니다. 이에, 범국민적인 염원을 담고 있는 태권도 유네스코 인류무형문화유산 등재를 위해서는 태권도인들과 관계기관의 협조, 정부 부처의 예산 지원 및 체육회 정책 방안을 확립하여 더욱 효과적인 등재 추진 활동을 할 수 있는 다양한 협력안이 필요하며 하루빨리 태권도가 유네스코 인류무형문화유산에 등재될 수 있도록 관계부처의 협력과 올바른 정책이 편성되어야 할 것입니다.

현재, 유네스코 홈페이지에 따르면 북한 태권도가 2024년 3월 ‘조선민주주의인민공화국의 전통 무술 태권도’를 주제로 한 인류무형문화유산 등재 신청서를 유네스코 본부에 제출한 상황이며, 유네스코는 심사 절차를 통해 오는 2026년 등재 여부를 최종 결정하게 되어 있기에 대한민국 정부도 국기 태권도를 2026년 3월까지는 반드시 유네스코 본부에 인류무형문화유산으로 등재 신청을 완료해야 하는 상황입니다.

만약 정부와 관계부처의 미온적인 대처를 통해서 등재 신청 시기를 놓치게 된다면 태권도의 위상이 북한으로 넘어가는 최악의 상황이 발생할 수 있기에 이제는 대한민국 정부와 관계부처의 적극적인 노력과 태권도 유네스코 추진단과의 협력이 필수적으로 동반되어야 할 것이며, 따라서 정부와 관계부처는 다음과 같은 지원 방안을 적극적으로 검토하고 시행해 주시기 바랍니다

■ 태권도 유네스코 등재를 위한 정부와 관계부처의 지원 방안

정부와 관계부처는 다음과 같은 지원을 통해 태권도의 유네스코 등재를 위한 적극적인 지원을 부탁드립니다.

1) 전문 인력 및 예산 지원

유네스코 등재를 위한 전문 인력 양성 및 관련 예산을 확보하여 체계적인 준비를 지원

2) 국제 협력 강화

국제 태권도 기구 및 외교 채널을 활용하여 태권도의 가치를 세계에 알리고, 유네스코 등재를 위한 국제적 지지를 확보

3) 국내외 캠페인 전개

태권도의 문화적 가치를 홍보하기 위한 캠페인을 국내외에서 전개하여, 국민과 세계인의 관심과 참여를 유도

4) 자료 수집 및 연구 지원

태권도의 역사성과 전통성을 입증하기 위한 자료 수집과 연구를 지원하여, 유네스코 기준에 부합하는 자료를 준비

5) 전문가 자문 및 교육

유네스코 등재를 위한 전문가 자문을 제공하고, 관련 교육을 통해 추진단의 역량을 강화

태권도 유네스코 추진단은 태권도의 유네스코 세계 인류무형문화유산 등재가 한국의 문화유산을 세계에 알리고, 세계인의 화합과 평화에 기여하는 중요한 이정표가 될 것임을 확신합니다. 정부와 관계부처는 한마음으로 태권도의 등재를 위한 모든 노력을 다해주실 것을 간곡히 부탁드립니다.
